Swift Seal Notary Services (“we,” “our,” or “the Company”) provides mobile notary services, fingerprinting services, I‑9 employment eligibility verification, and document printing and handling services in accordance with applicable Texas and federal law and professional standards. By accessing this website or scheduling services with us, you acknowledge and agree to the following terms and limitations.
1. Notary Public Legal Limitations
Our Texas Notaries Public are commissioned by the Texas Secretary of State and perform notarial acts strictly within the scope of Texas Government Code Chapter 406 and Texas Administrative Code, Title 1, Part 4.
- We are not attorneys and do not provide legal advice.
- We do not interpret documents, draft documents, or advise on the legal effect of any document.
- We do not verify the accuracy, completeness, or legality of documents presented for notarization.
- We do not guarantee acceptance of notarized documents by lenders, courts, agencies, or other third parties.
- Notarial acts are limited to verifying identity, witnessing signatures, administering oaths or affirmations, and completing Texas‑compliant notarial certificates.

2. Identification Requirements
Texas law requires all signers to present valid, government‑issued photo identification at the time of notarization.
Acceptable forms may include:
- Texas driver license or Texas identification card
- U.S. passport or passport card
- U.S. military identification
- Driver license or identification card issued by another U.S. state
- Other forms permitted under Texas law
Service will be refused if acceptable identification is not provided.
3. Right to Refuse Service
Swift Seal Notary Services reserves the right to decline or discontinue service for notarization, fingerprinting, I‑9 verification, or document handling if:
- A signer appears unwilling, coerced, or unable to understand the transaction
- Identification is invalid, expired, or insufficient
- A document is incomplete or contains blank spaces where signatures or information are required
- The request violates Texas law, federal regulations, or professional standards
- Safety concerns arise during a mobile appointment
- The signer appears intoxicated or under the influence of alcohol, drugs, or any substance that may impair judgment, awareness, or the ability to knowingly and willingly sign.
4. Mobile Notary Travel & Service Fees
All travel, convenience, after‑hours, holiday, and service fees charged by Swift Seal Notary Services are separate from state‑regulated notarial fees.
- Texas Government Code §406.024 governs maximum notarial fees.
- All additional charges relate solely to travel, time, scheduling, and service logistics.
5. Fingerprinting Services
Fingerprinting services (ink or electronic, where available) are not notarial acts and are provided as separate, non‑regulated services.
- We do not determine fingerprint suitability, background check results, or agency acceptance.
- We do not submit fingerprints to DPS, FBI, FINRA, or other agencies unless expressly stated in writing.
- Clients are responsible for confirming the correct fingerprint format, card type, and submission requirements with the requesting agency.
6. I‑9 Employment Eligibility Verification
I‑9 Employment Eligibility Verification services are provided solely as an authorized representative for the employer, in accordance with U.S. Citizenship and Immigration Services (USCIS) Form I‑9 requirements.
- Swift Seal Notary Services does not act as the employer.
- We do not determine employment eligibility, work authorization status, or document validity beyond visual inspection as required by federal guidelines.
- We do not provide legal advice regarding immigration, employment law, or document selection.
- The employer remains fully responsible for Form I‑9 completion, retention, compliance, and any penalties arising from errors or omissions.
- We do not retain copies of I‑9 forms or supporting documents unless expressly instructed in writing by the employer.
Clients and employers are responsible for ensuring compliance with all federal I‑9 requirements.
7. Printing, Scanning & Document Handling Services
Printing, scanning, uploading, downloading, and document handling are non‑notarial convenience services provided solely for client convenience.
- These services do not constitute legal advice.
- We do not review, interpret, edit, or complete documents.
- Clients are responsible for verifying that documents meet agency or recipient requirements.
- Digital files are handled securely and deleted in accordance with our retention practices.
- We do not guarantee acceptance of printed or scanned documents by any third party.
All printing and scanning fees are separate from notarial fees and are based on service volume, time, and materials.
8. No Attorney‑Client Relationship
Nothing on this website, during communications, or at any appointment creates an attorney‑client relationship.
Swift Seal Notary Services does not provide legal representation, legal consultation, or legal document review.
9. Accuracy of Information
While we strive to provide accurate and up‑to‑date information, Swift Seal Notary Services makes no warranties or guarantees regarding:
- The legal sufficiency of any document
- Acceptance of notarized, fingerprinted, printed, or I‑9‑related documents by third parties
- External links, agency rules, or institutional requirements
Clients are responsible for verifying all requirements with the requesting organization.
10. Limitation of Liability
To the fullest extent permitted by law, Swift Seal Notary Services is not liable for:
- Document rejection by third parties
- Errors or omissions in documents not prepared by us
- Delays caused by government agencies or third parties
- Client or employer failure to follow instructions or provide accurate information
Our liability is limited solely to the lawful performance of the services requested.
11. Privacy & Confidentiality
We maintain strict confidentiality of all personal information, identification records, fingerprinting data, I‑9‑related materials, and document handling information, except where disclosure is required by law, subpoena, or law enforcement request.
